Manchester Geomatics won the tender to develop an on-line Local Information System (LIS) for ELEVATE,
the housing market renewal agency for East Lancashire, in late 2005. The main purpose of the LIS is to enable
members of the partner councils across the region and representatives from the Audit Commission and other
national interested parties, to co-ordinate and support the monitoring and reporting of the targets and drivers for Elevate.
Kris Barker, Data Analyst at Pendle Borough Council says, "We are underway with an intensive programme of
regeneration in the region that will continue for the next decade. The information system will prove crucial in
helping us assess progress, identify early warning signals and ensure that funds are being efficiently utilised."
Their main requirements were:

a tool to bring together key information and share it with their partners

capturing that info in a central repository, and giving access to wide range of data at different geographical scales

a set of sophisticated but easy to use tools to maximise its use
The system which Manchester Geomatics has developed for ELEVATE uses our standard GEDI system architecture and
database structure, customised and extended to meet the client’s needs. This includes:

time series analysis, showing change in selected variables either as map animations or graphically

an area profiler, providing summary information either for:

standard geographies such as wards or districts
-
user defined geographies, through the “report wizard”

a sophisticated search tool, enabling data to be searched by type, date, and geography

administration modules, enabling ELEVATE to:

change login and security details (‘add, edit and delete’ specific users)

upload statistical information into the system. Data is described and uploaded over the internet.
The data loading includes automated quality control and presentation of results via an internet page to the administrator
The Elevate Local Information system has greatly improved the ease of storing high quality and frequently
updated information, greatly increasing the change intelligence that is available to the ELEVATE team.
